You should call HUD, and you should call PNC the servicer and ask about the Partial Claim - and see if they have any notes on the account. A partial claim is an interest free loan from HUD to get caught up on an overdue. The loan does not have to be repaid until 1st mortgage is paid off or borrower no longer owns property.
